In a desperate move to address a dire humanitarian crisis, Uganda has launched an emergency food relief distribution program in the Karamoja region, where at least 19 people have died from hunger. The crisis has been building for months, with crops failing due to prolonged drought and the region's 1.5 million people facing acute food shortages and rising malnutrition. This situation is not new; in 2022, a devastating hunger crisis claimed over 2,200 lives, according to Uganda's human rights commission. The Famine Early Warning Systems Network (Fews Net) has reported the situation has deteriorated to a crisis across Karamoja, highlighting the urgency of the situation. The Ugandan government has responded with a large-scale operation, distributing 9,400 tonnes of relief food over the next two months, funded by a 45bn-shilling emergency allocation. Minister for Disaster Preparedness and Refugees, Sam Engola, vowed to ensure everyone receives food, stating, 'The president does not want to hear of anyone in Karamoja dying of hunger.' However, the crisis is deeply rooted in climate crisis shocks, environmental degradation, poverty, and low agricultural productivity. Experts attribute the region's recurring food insecurity to these factors, and the government acknowledges the need for long-term remedial measures. Minister for Karamoja, John Baptist Lokii, announced plans to provide drought-resistant seeds, while Agnes Kirabo, executive director of Uganda's Food Rights Alliance (FRA), emphasizes the need for structural reforms and a shift in governance. She argues that access to food should be a fundamental human right, and the government should focus on water infrastructure and climate resilience.
